Yrkestrafikkforbundet has submitted a consultation response to the Norwegian Public Roads Administration regarding the introduction of requirements for driving and rest times and tachographs for vans in national freight transport. The association has long worked to ensure that van drivers are covered by the same basic protection provisions as other professional drivers, and welcomes the proposal as an important and necessary measure.

In the consultation response, it emphasizes Yrkestrafikkforbundet that the requirement for tachographs is essential to ensure verifiable control of working hours, reduce dangerous work pressure and counteract social dumping in the van industry. The introduction will contribute to more orderly conditions and fairer competition between the van segment and heavy transport.

At the same time, the union is clear that enforcement and control must be directed at employers and clients, not at the individual driver. Many van drivers are under strong cross-pressure between delivery requirements and regulations, and Yrkestrafikkforbundet believes that responsibility must be placed where decision-making power lies.

The association also warns against weight limits and exemptions that could open up strategic adjustments in the industry, and believes that the regulations must cover the entire van segment to function as intended. Exemptions for zero-emission vans should be removed, so that environmental concerns are not used to circumvent labor and safety rules.

Furthermore, points Yrkestrafikkforbundet on a great need for training in the industry. Most van drivers currently lack formal training in driving and rest time regulations, and the association believes that the introduction of tachographs should be followed up with requirements for professional driver competence. This will give drivers better knowledge, increased safety and stronger protection in everyday working life.

Yrkestrafikkforbundet believes that the proposal marks an important step in the right direction, and will continue to work to ensure that the rules provide real improvement for van drivers and contribute to a more serious transport market.
