YTF has been passed for the advance payment of sick, nursing and parental benefits from 1 July 2027. The settlement on the Civil Servants' Agreement also ensures that changes to home office arrangements will be discussed with the elected representatives.
YTF is very satisfied with the result after the negotiations with NHO on September 23 and 24. Together with Delta and Parat, the union achieved success for several of the demands.
– Several of our members already have advance payments. Now we also get a right in the collective agreement for those who have been without. I am particularly happy about that, says Kristine Martinsen, who negotiated for YTF .

Advance payment from 1 July 2027
Advance payment means that the employer pays the money to you and receives a refund from NAV when the conditions are met. This means you do not have to wait for payment directly from NAV. The new provision applies to new cases from 1 July 2027.
The scheme applies for up to four months per calendar year, and the amount is limited to what NAV reimburses. For sick pay, the employer period is included in the four months. If you already have a better scheme in your company, it should not be weakened.
As a general rule, you must have been employed continuously for at least six months. If the company is bound by another collective agreement with a longer period of employment requirement, the longer requirement also applies here – unless the Civil Servants Agreement has the most unionized employees.
Home office cannot be changed without discussion
The agreement already requires that the framework for home office work be discussed with the shop stewards when the company opens up such a scheme. Now it is clarified that this also applies when the scheme is to be changed.
– Many people appreciate their home office arrangement. Now the employer must also discuss with the shop stewards when the arrangement is to be changed. It was important for us to get it in place, says Martinsen.

This is also agreed upon
- Food allowance: The rate is increased to 114 kroner.
- Pension: The company must provide information about the pension provider and how you can monitor the payments and what they are calculated on.
- Life stage policy: Employers and employee representatives should discuss how to accommodate employees of different ages and life situations. The previous provision on senior policy is continued in the new provision.
- Particularly independent positions: The employer must, upon request, justify the use of particularly independent positions.
- Competence: A committee will review and simplify the agreement's competence provisions, and may also consider improvements to rights. The committee will submit a report by the end of 2027.
Salary is negotiated locally
For YTF members under the Civil Servants Agreement, the salary is determined through local negotiations in the individual company. Therefore, a general salary supplement for YTF members has not been agreed in the central settlement.
