YTF supports certification scheme for rest areas for heavy transport

The Norwegian Public Roads Administration has submitted for consultation proposals for amendments to the regulations implementing Delegated Regulation (EU) 2022/1012. The proposal opens up a voluntary certification scheme for rest areas for heavy goods vehicles.

Yrkestrafikkforbundet indicates that there are currently too few rest areas. Many are of low quality. The facilities are often inadequate. Safety is not well enough maintained.

YTF supports a certification scheme with minimum requirements for service and safety. The association believes that approval and inspection should be carried out by an independent body. Clear and measurable requirements can contribute to better standards.

The association highlights the need for good sanitation facilities, access to electricity, food and drink, safe parking conditions and predictable information about the service offering. An updated overview of certified places will make planning breaks and rest time easier.

YTF are positive about safety requirements, including routines for follow-up and camera surveillance of entrances and exits. At the same time, it is emphasized that privacy must be safeguarded, and that the Norwegian Data Protection Authority should be involved. The association also points out that costs must not be passed on to the drivers.
