The proposed amendment to the General Provisions Act, Section 11, will give the Norwegian Public Roads Administration the authority to collect the necessary information for monitoring the compliance of businesses with the general provision regulations in road transport. The information will be able to be transferred to the Norwegian Labour Inspection Authority for further follow-up. The purpose is to streamline the authorities' control work.
Yrkestrafikkforbundet fully supports the proposal. Transport is a mobile industry where workers, especially posted drivers without a Norwegian employer, are constantly moving along the roads. The Labour Inspectorate does not have the ability to stop vehicles on its own and is therefore dependent on cooperation with the Norwegian Public Roads Administration in order to carry out effective checks.
By giving the Norwegian Public Roads Administration access to obtain relevant documentation in connection with ordinary inspections, more violations of the public access regulations will be uncovered. YTF believes this will make the controls more targeted and strengthen the enforcement of the regulations in practice.
The union also points out that the effect could be even greater if the Norwegian Public Roads Administration is also given the authority to enforce the Norwegian Labour Inspection Authority's decision to stop traffic in case of violation of the general rules. Such a solution would ensure that vehicles cannot continue transport in violation of the current decision, and thus give the Norwegian Labour Inspection Authority real and effective means of action also in the road transport sector.
